St. Paul's Transformation Project
View allThe St. Paul’s Area Transformation Project is a strategic partnership between the City of Norfolk and the Norfolk Redevelopment and Housing Authority. This project is a transformative revitalization and resilience initiative with the goal of long-term strength, equity, and sustainability. The City has begun to redevelop the first phase of the St. Paul’s Area transformation, Tidewater Gardens, into more than 700 new, mixed-income housing units named the Kindred neighborhood. This phase is expected to be completed by late 2026/early 2027.
